Cheryl Kandaras Chapman, P.E.

Ms. Chapman is a founding principal and President of MATRIX Consulting Group, Inc.  Her years of experience as an engineer, elected official and public administrator bring unique skills in managing and facilitating complex public projects.  Ms. Chapman specializes in Government Relations, helping the private sector with administrative and legislative governmental decisions.  She is also affiliated with Spectrum Group of Alexandria, VA and the Center for Naval Analysis in Arlington, VA, for providing assistance on special projects.

Lin Adler
Ms. Adler specializes in business process re-engineering, data management, project management, strategic planning and meeting facilitation. She has served as project and program manager, task leader, trainer, and quality assurance and management consultant for a variety of Department of Defense and private sector clients. Projects have included strategic planning, analysis, design and implementation of process improvement efforts. Darcy Anderson
Ms. Anderson specializes in technical evaluation of environmental quality factors, policy development and project management. Specific areas of expertise include ozone modeling and forecasting; particulate monitoring and analysis (PM10 and PM2.5); emissions inventories including biogenic VOCs; visibility / urban haze monitoring and analysis; geochemical and geophysical modeling; quality assurance plans; and grant writing and administration.  Back to the Top

Steve Bareis, P.E.
Mr. Bareis provides expertise in civil engineering and construction management of water resources projects. He specializes in investigations, design, facility planning, construction management and contract administration. Joan Bondareff, Esq.
Ms. Bondareff provides legal and regulatory expertise in the areas of transportation, environment, technology and maritime law. She also provides consulting services to private and public entities. Ms. Bondareff has facilitated entrance to the Transportation and Defense Departments by private companies and lobbied successfully for clients with Congress for appropriations and authorizations. Ms. Bondareff recently concluded a distinguished 25-year government career as Chief Counsel and (Acting) Deputy Administrator of the U.S. Maritime Administration, Department of Transportation.  Back to the Top

Francine Campone, EdD
Dr. Campone has over 27 years of experience in higher education as a faculty member, counselor and administrator. This experience enables her to help groups identify goals and objectives, clarify values and priorities, and engage in collaborative problem-solving. Dr. Campone has worked closely with tribal schools and colleges in the region to facilitate the development and implementation of collaborative grant projects, provide leadership to create formal partnership agreements between tribal and non-tribal universities; conduct needs and outcomes assessments and lead the development of new services and programs.   Back to the Top

Bill Griffin, Esq.
Mr. Griffin is an environmental engineer and regulatory lawyer with 33 years experience, much of it involving controversial projects and industries. His specialties include regulatory compliance and permitting, government relations, media relations, engineering management, and business planning. Client organizations have included electric power, waste disposal, water conservation, forest products, mining and metals, chemical processing, and federal and state agencies. Ms. Kinsman specializes in public and government relations to the public sector with a primary emphasis on health and technology issues. Her work emphasizes strategic issues management, developing action plans responsive to stakeholders and organizing effective advocacy and communication tools. Dr. Knox is registered professional counselor. She has over 26 years experience working as a teacher, guidance counselor and program administrator. Jody Severson
Mr. Severson specializes in situation analysis and management of controversial issues, focus group and public opinion poll design and interpretation, marketing and communication programs, political campaign strategies, and presentation design for training, workshops, meetings and conferences. Mr. Severson has extensive experience in planning and staging public forums often involving emotionally charged issues and hostile audiences. Mr. Stanton lends expertise in technology, knowledge and quality management. In addition to being a credentialed expert with over ten years of professional information technology experience, he is also a trained engineer and an experienced writer and trainer. He has worked extensively with consulting firms, networking firms, military units, congressional offices and universities defining the right blend of technology and training to overcome their unique challenges. Ruth Yellow Hawk
Ms. Yellow Hawk is a skilled trainer and has designed numerous workshops to teach the skills for neutral facilitation of controversial issues. Her methods teach facilitators to allow participants to identify critical issues and make informed choices. These efforts lead groups to consensus-derived conclusions. She is pioneering new democratic decision-making models for increased public participation and support of conclusions.
